Can the photo be edited?

No — editing the photo is prohibited

“パスポートの顔写真は、加工したり(例:目を大きく、あごを細く)、美白処理、顔パーツやほくろ、しわ等を修正する等して、本人のイメージを変えたものは使用できません。” — a photo whose processing changes how the person looks (enlarged eyes, slimmed chin, whitening, retouched features, moles or wrinkles) cannot be used. (Ministry of Foreign Affairs, mofa.go.jp)

Most common reasons for rejection

  • Retouching that changes how you look is banned by the foreign ministry, and the text lists whitening and feature edits by name.
  • No hats, masks or sunglasses; the photo must face forward on a plain background with no shadows.
  • The English-language official page also gives the head range in inches (1¼–1⅜ in), which is slightly tighter than the metric 3.2–3.6 cm figure; we publish the metric one the same page states.
